The Woodlands Township holds Board meeting on July 22

THE WOODLANDS, Texas – The Woodlands Township Board of Directors held a regular Board of Directors meeting Wednesday, July 22, 2015, at The Woodlands Township Town Hall, 2801 Technology Forest Boulevard, at 6 p.m. The entire meeting can be watched on video at The Woodlands Township website.

The Woodlands Township Board of Directors approved a recommendation from the ad hoc Transportation Committee to select Jones & Carter for the development of a pedestrian and bicycle master plan for The Woodlands Township. The Board of Directors allocated $100,000 in the 2015 Budget for professional services as a result of the 2015 budgeting process during which the Board received resident input/requests for pathway connectors to complete “gaps” in the pathway system, requests to develop trails in the George Mitchell Nature Preserve, and requests to develop bike lanes in the community.

The Board of Directors authorized the Township’s President/General Manager to negotiate a professional services agreement and related fee not to exceed the budgeted amount of $100,000 with the recommended consultant. If the Township and selected firm are not able to agree on a fee, the Township has the ability to negotiate with a second ranking firm, and so on until a fee can be agreed upon. The costs to implement any recommendations of the plan or future development of new pedestrian or bicycle facilities or improvements would be identified in the master plan.

The Board of Directors took the following actions on the Consent Agenda:


Approved the FY2014-FY2016 public transit Program of Projects for the Section 5307 Urbanized Area Formula Funding Program.

Received Administrative Reports for June and July 2015 from the ad hoc Transportation Committee.

Approved and authorized the execution of a Joint Election Agreement with Montgomery County, Texas.

Approved and authorized the execution of an Election Services Agreement with both Montgomery County, Texas, and Harris County, Texas.

The Board of Directors then moved on to take the following actions on the Regular Agenda:


Received and accepted the June 2015 financial report for The Woodlands Township.

Received and accepted a quarterly update from The Woodlands Convention and Visitors Bureau.

Received and accepted a quarterly update from Law Enforcement and Community Policing.

Approved a recommendation from the ad hoc Transportation Committee to select Jones & Carter for the development of a pedestrian and bicycle master plan for The Woodlands Township.

Adopted a resolution casting the Township’s votes for Montgomery County Appraisal District Special District candidate, Chairman Bruce Tough, to be placed on a countywide ballot for the Board of Directors of the Montgomery County Appraisal District.

Adopted an Order Calling Directors Election for an election to be held November 3, 2015, for the purpose of electing three members to the Board of Directors of the Township. The order also specifies that notice of the election will be given by posting and designates the President/General Manager as the Township’s Election Agent.

Received a presentation and discussed several matters relating to the Board’s Meeting Room Policy and Election Policy. A motion was accepted to table the agenda item pending further policy evaluation on how to make meetings more open and transparent and the appropriate usage of Township public facilities. The Board of Directors asked that staff and legal counsel also review the policies and draft recommendations to bring back to the Board at a future workshop.

Tabled an update on the project schedule and status of the joint county Kuykendahl Road and Gosling Road bridge projects to a future Board of Directors meeting.
