Township adopts 2016 budget, lowers tax rate for sixth straight year

THE WOODLANDS, Texas – The Woodlands Township Board of Directors held a regular Board of Directors meeting Wednesday, August 26, 2015, at The Woodlands Township Town Hall, 2801 Technology Forest Boulevard, at 6 p.m. The entire meeting can be watched on video at The Woodlands Township website.

During the meeting, The Board of Directors adopted The Woodlands Township Consolidated Budget for fiscal year 2016 of $132.3 million, which includes a continuation of base level services and funding for Board-approved budget initiatives. The entire budget can be viewed online in the Budget section of the Township website.

The Board also adopted a reduced 2015 ad valorem tax rate of 23 cents per $100 of taxable property value, down 2 cents from the current tax rate of 25 cents per $100 of taxable property value. The reduction consists of an ad valorem tax rate of 21.11 cents on each $100 of taxable property value within the Township for maintenance and operations, and a proposed 2015 ad valorem tax rate of 1.89 cents on each $100 of taxable property value within the Township for debt service. The total of these two rates is 23 cents, which is equal to the effective tax rate calculated by the Montgomery County Tax Assessor/Collector.

The Board took the following actions on the Regular Agenda:


Received and accepted the July 2015 financial report for The Woodlands Township.

Adopted The Woodlands Township 2016 Consolidated Budget with an amendment to the budget initiatives.

Received information pertaining to a possible revision to the preliminary 2015 ad valorem tax rate of 23 cents. The Board decided the proposed tax rate was a sufficient decrease from the current rate of 25 cents and no further action was taken.

Adopted by Order The Woodlands Township 2015 ad valorem tax rate of 21.11 cents per $100 of taxable property value for maintenance and operations. Adopted by Order The Woodlands Township 2015 ad valorem tax rate of 1.89 cents per $100 of taxable property value for debt service.

Took no further action on an amendment to the initial Interlocal Agreement between Montgomery County, Texas, and The Woodlands Township, Texas, for the planning, funding and construction of intersection improvements. During the adoption of the 2016 Consolidated Budget, the Board eliminated the initiative related to this agreement.

Received and approved a reimbursement and cost sharing agreement with The Woodlands Development Company for a pathway along the newly completed Kuykendahl Road connector between Crownridge Drive and Alden Bridge Drive. The construction project is anticipated to begin in 2015.

Adopted revisions to the 2015 Board of Directors meeting schedule including the cancellation of a special meeting planned for September 1, 2015. The Board also rescheduled the November 17 election canvassing meeting to November 16, 2015, in order to meet statutory requirements. The new Board of Directors will be seated and elect officials at the regular Board meeting Wednesday, November 18 at 6 p.m.
