MONTGOMERY COUNTY, Texas - Rusty Fincher, Captain in Precinct 1 of the Montgomery County Constable's Office, has announced his candidacy for the position of Precinct 1 Constable. The current constable, Don Chumley, is retiring at the end of his term, and has thrown his support behind Fincher.

Captain receives endorsement from current constable Don Chumley.

'I've known Rusty Fincher for 40 years, and over that time he has worked every facet of this office, from deputy to my current captain, where he has maintained the highest work ethic,' said Chumley. 'He helped build this office to make it what it is today, and I can categorically state that there is no other candidate more qualified than Rusty to take the reins of constable. He's always been there for the residents of our precinct, and he always will.'

Fincher's law enforcement career began in 1980, when he graduated from the Texas A&M Police Academy. 'All my life, I wanted to be a cop,' he said. 'I was able to go straight from the academy to a career path that has served me - and has allowed me to serve others - my entire adult life.'

He moved to Montgomery County in 1995 and immediately joined the Montgomery County Constable's Office as a Precinct 1 Deputy. Two years later, he was promoted to Sergeant, and two short years after that he was promoted to Lieutenant. For 10 years, one of Rusty's duties was as a 'drug dog cop' with his able canine partner Sam. Together, they conducted countless drug sweeps in local schools, and also talked with thousands of students about the danger of illegal drugs.

In 1999 - only four years after joining the office - he was promoted to the rank of Captain, in which capacity he's served ever since. He is a graduate of the Law Enforcement Institute of Texas' Constable's Leadership College and the Justices of the Peace & Constables Association of Texas. Fincher has also earned the Master Police Certificate from the Texas Commission on Law Enforcement, which is the highest such certification a Peace Officer can obtain. Rusty also holds a Civil Proficiency Certificate from the same agency.

'For years, my job and my passion have been to serve the residents of Montgomery County, and to keep those residents as safe and protected as possible,' said Fincher. 'My two decades in the Constable's Office has given me the idea for 'The Fincher 5,' a five-point plan to best serve Montgomery County as the Precinct 1 Constable. Those five points are to eliminate drugs, protect your family, enforce the laws, manage the growth of the precinct and respect your tax dollars.'
