THE WOODLANDS, Texas - The Conroe ISD Board of Trustees named the new Elementary and Secondary Assistant Superintendents at their meeting on Tuesday, November 17, 2015.

Debbie Phillips, Executive Director of Curriculum and Instruction for Clear Creek ISD, was unanimously approved as the Assistant Superintendent for Elementary Education. She is following Dr. Cathy Gibson, who is retiring in December after 38 years in education with the last 13 of those years in Conroe ISD.

“I appreciate your confidence in me and my ability to take on this task,” stated Dr. Phillips as she addressed the Board. “It’s no secret to any of you that Conroe ISD is known throughout the state, especially in the world of education, as the premier district in Texas; it’s a great honor for me to be a part of that.”

Dr. Phillips has 31 years of experience in education, serving the past 19 years in Clear Creek ISD. While in Clear Creek ISD, she served as executive director of curriculum and instruction, executive director of elementary education, and principal of two Title I, bilingual campuses.

In attendance with her at the Board Meeting was her husband of 27 years, Todd.

Jim Kacur, York Junior High Principal in Conroe ISD, was named as the Assistant Superintendent for Secondary Education. Mr. Kacur has 25 years in education and has been principal at York Junior High since 2014. Prior to coming to Conroe ISD, he served for 15 years in Fairfax County Public Schools in Virginia in a variety of capacities including assistant superintendent, principal and assistant principal.

In his remarks to the Board, Mr. Kacur said, “It is truly an honor to be here before you tonight and to have been selected to be the Assistant Superintendent for Secondary Education. In the short time that I have been part of Conroe ISD, I have learned that this is truly one of the best districts in the nation. Thank you very much for your support for me, and I promise to do an absolutely outstanding job for all of you, the families of Conroe ISD, the students, and the leadership team of our school system.”

Mr. Kacur is assuming the position currently held by Dr. Curtis Null who will transition to be Deputy Superintendent of Schools in January after being named by the Board at their October Meeting.
