THE WOODLANDS, Texas -- On October 28, 2016, members of the Montgomery County Narcotics Enforcement Team were conducting a narcotics investigation in Harris County.

During a traffic stop on a suspected drug trafficker, the suspect fled from Harris County Sheriff’s Office patrol units and crashed on a Highway 290 overpass.

With the vehicle disabled, members of the unit, along with uniformed patrol officers, attempted to detain the occupants of the vehicle.

The female driver fled from the vehicle, running to the concrete barrier of the overpass where, from more than 100 feet over the roadway, she threatened to jump.

Desperate, the female tried to push herself off the barrier in an attempt to kill herself.

However, Lieutenant Scott Spencer was close enough to grab the female as she hung off the edge of the overpass.

The female violently resisted Spencer as he attempted to recover her from this perilous position, saving her from certain death.

Lieutenant Scott Spencer is lauded for his quick actions and levelheadedness, going above and beyond with an instantaneous lifesaving response to prevent a senseless tragedy.

For his heroism, Lieutenant Scott Spencer was honored with the 100 Club Officer of the Year for the Montgomery County Sheriff’s Office at the 63rd Heroes Awards hosted at the Bayou City Event Center on Wednesday, May 17, 2017.
