AUSTIN, TX - The Texas Department of Insurance (TDI) issued an emergency rule, effective immediately, to move the start date of the new coastal building code from April 1 to September 1, 2020. The change was made in response to business disruptions caused by the COVID-19 outbreak.

TDI recently adopted the 2018 International Building Code and International Residential Code as the standards for insurance through the Texas Windstorm Insurance Association (TWIA). The new codes provide greater windstorm protection and will apply to new construction, repairs, and additions.

TDI is pushing back the start date on the new rules because the pandemic is disrupting supply chains and manufacturing operations around the world. That could make it more difficult for builders to get products that comply with the new building codes.

Construction started before September 1 can use either the new or old code and be eligible for TWIA coverage.
