Flags lowered for passing of Conroe Mayor Toby Powell

CONROE, TX -- Mayor Pro Tem Duke Coon has ordered flags to be lowered to half-staff at all city buildings and facilities in honor of Mayor Toby Powell's life and dedicated service to the City of Conroe. Mayor Powell passed away Saturday, September 12 after a battle with cancer.

Mayor Toby Powell, a life-long resident of Conroe whose legacy of service helped shape the community, will be deeply missed. Mayor Powell served on the City Council in 1977 and 1978 and again in 2008-12. He served as Mayor Pro Tern from 2010-12 before being elected as Conroe's Mayor in 2016.

As Mayor he accomplished many goals including establishing a homestead tax exemption for residents, lowered the tax rate his first year, as well as led the city through several disasters including Hurricane Harvey, the Memorial and Tax Day floods and has been leading the city through the COVID-19 pandemic.

Additionally, Mayor Powell served as a director on the Conroe Industrial Development Corp. since 2008 and served as a director on the Houston Galveston Area Council from 2008 through 2010. He has also served for four years as director and vice chairman of the Lone Star Family Health Clinic and was the founder of the Conroe Christmas Celebration.

We extend our love and prayers to his wife of 22 years, Vanessa Powell, and their three children.

Funeral arrangements have not yet been released. Flags will remain at half-staff until the Mayor's interment.
