Montgomery County Judge Mark Keough, red hat, was the first to address Conroe Mayor Duke Coon, and the Conroe City Councilmembers, speaking in reference to Willis ISD’s Calfee Middle School, which up until August 5th did not have continuous water service due to the district’s failure to obtain a Certificate of Convenience and Necessity, or CCN, which legally allows Conroe to provide water to the campus
