Montgomery County Sheriff’s Office Arrests Suspect in Magnolia “Jugging” Case Under New Texas Law

MAGNOLIA, TX -- Detectives with the Montgomery County Sheriff’s Office Gang Investigations Unit have arrested a suspect in connection with a recent "jugging" incident that occurred in Magnolia, Texas.
Gary Moore, a 23-year-old male from Spring, Texas, was taken into custody today, October 16, 2025, in Houston, Texas, on an active Felony Warrant for Jugging.
The investigation centered on a jugging that occurred on October 2, 2025, at a Planet Fitness in Magnolia. The term "jugging" refers to a new criminal offense under Texas House Bill 1902, which took effect on September 1, 2025. This law specifically targets the predatory practice where individuals follow victims after they withdraw money from financial institutions with the intent to commit theft.
The MCSO Gang Investigations Unit, in collaboration with the Texas Department of Public Safety (DPS) and Harris County Constable Precinct 4’s Office, worked to identify and locate the suspect, resulting in the felony warrant being issued for Moore on October 13, 2025.
Moore was ultimately arrested by the Texas Department of Public Safety Criminal Investigations Division while at the Harris County Court House. At the time of his arrest, Moore was out on bond in Harris County for unrelated Aggravated Assault with a Deadly Weapon charges. Moore was transported to the Harris County Jail, where he will await transfer to the Montgomery County Jail at a later date.
