Operation Bombshell Leads to Additional Arrests in Human Trafficking and Child Exploitation Case; 13-Year-Old Victim Rescued
THE WOODLANDS, TX -- Montgomery County, Texas — During November 2025, Detectives with Constable Ryan Gable’s Human Trafficking and Child Exploitation Division conducted Operation Bombshell, a proactive investigation targeting online solicitation of minors and human trafficking activity.
During the operation, Detectives identified a male suspect attempting to solicit sexual acts from both an adult female and a 14-year-old juvenile. Investigators learned the suspect planned to travel from the Hempstead area to The Woodlands, Texas, on Sunday, November 30, 2025, to carry out the encounter. Detectives intercepted the suspect upon his arrival in The Woodlands and took him into custody. He was identified as Johnathan Rodriguez.
During a post-arrest interview, Rodriguez admitted to actively communicating online with multiple individuals to solicit sexual acts and acknowledged traveling to meet what he believed to be an adult female and a 14-year-old juvenile female. He further stated that an adult female had coordinated the meeting through a social media application.
Rodriguez was booked into the Montgomery County Jail and charged with:
• Solicitation of Prostitution
• Solicitation of Prostitution of a Minor
• Online Solicitation of a Minor
Detectives immediately continued their investigation into the online account believed to belong to the adult female who coordinated Rodriguez’s meeting. Emergency legal process revealed that the account was operated not by an adult, but by a 13-year-old juvenile, who was also being exploited. Further investigation led detectives to a residence in Manor, Texas (Travis County). Detectives also discovered that the juvenile account user had attempted to solicit other juvenile victims and was attempting to sell nude images of the juvenile. Detectives obtained a residential search warrant for the Manor address. On December 2, 2025 with assistance from the Manor Police Department, Pct. 3 detectives executed a search warrant at the residence in question. During the search, detectives located and rescued a 13-year-old live victim, who had been coerced into producing nude images by an adult male residing in the home. The suspect was identified as Frederick Osburn. Osburn initially attempted to physically block law enforcement officers from entering the residence and was taken into custody by the Manor Police Department for Interference with Public Duties. Multiple electronic devices were seized, and evidence recovered at the scene indicated that Osburn was posing online as a juvenile and soliciting other minor children via social media.
The rescued juvenile is now receiving medical care and supportive services.
Detectives with Constable Gable’s Office obtained additional charges of Online Solicitation of a Minor against Osburn in Montgomery County. His bond has been set at $500,000. The Manor Police Department’s Criminal Investigation Division has also opened a separate case and is expected to file additional charges in Travis County.
