Montgomery County Law Enforcement Busts Organized Retail Theft Ring in South Montgomery County, Recovering Nearly $4,000 in Stolen Merchandise
MONTGOMERY COUNTY, TX -- On December 18, 2025, the Montgomery County Sheriff’s Office Crime Reduction Unit, in coordination with the Montgomery County Narcotics Enforcement Team (MOCONET), the Montgomery County Gang Unit, Shenandoah Police Department, and Montgomery County Precinct 3 and Precinct 4 Constable’s Offices, conducted an operation targeting retail theft in South Montgomery County.
During the holiday season, shopping activity increases significantly, and unfortunately, so does criminal activity. This operation was a coordinated effort between multiple law enforcement agencies and area retailers to proactively address retail theft and related criminal offenses.
As a result of the operation, $3,956 in stolen merchandise was recovered, and four individuals were arrested. Charges stemming from the operation include Organized Retail Theft (Felony), Possession of Methamphetamine, Theft, and a Parole Warrant (original charge: Robbery).
Those arrested include Alvin Duncan, who has an extensive criminal history involving Theft, Robbery, and Prostitution. Uricca Toussan, who has seven prior Theft convictions. Pedro Arteaga, who is currently out on bond for Theft in Fort Bend County. A juvenile female, whose information will not be released.
