City of Shenandoah announces appointment of Sam Masiel as City Administrator

THE WOODLANDS, TX -- The City of Shenandoah is pleased to announce the appointment of Sam H. Masiel Jr. as the City’s new City Administrator.

Masiel brings nearly two decades of experience in municipal government and public administration. Most recently, he served as Assistant City Manager for the City of Huntsville, where he worked closely with executive leadership to support city operations, strategic initiatives, and organizational management.

Prior to joining Huntsville, Masiel spent many years with the City of Conroe, where he began his municipal career in 2007 as Utility Billing Manager and later advanced to Assistant Director of Internal Services. In that role, he oversaw key operational functions including purchasing and warehouse operations, fleet services, and information technology/GIS services.

Masiel holds a Bachelor of Business Administration in Management and a Master of Public Administration from Sam Houston State University, equipping him with both practical management experience and formal training in public service leadership.

Throughout his career, Masiel has been actively involved in professional and civic organizations, including the Texas City Management Association, Government Finance Officers Association of Texas, and the National Institute of Government Purchasing, reflecting his commitment to professional development and effective municipal governance.

“Sam brings a strong background in municipal operations and a proven commitment to public service,” said Mayor John Escoto. “His experience and leadership will help continue Shenandoah’s focus on delivering high quality services to residents and supporting the City’s continued growth. We are excited to welcome Sam to the Shenandoah team and look forward to the leadership and experience he will bring.”

Masiel and his wife, Megan, have two daughters and are longtime residents of Montgomery County.
