Commissioner Ritch Wheeler Announces Major Traffic Signal Modernization Project for Precinct 3

THE WOODLANDS, TX -- Montgomery County Precinct 3 is launching a significant upgrade to its traffic signal infrastructure with the installation of Miovision’s advanced traffic management technology, providing smarter, safer and more efficient intersection operations to motorists and pedestrians throughout the area.

The county’s last major investment in traffic signal system technology occurred in 2014- 15. As the region continues to experience rapid growth, Precinct 3 is taking proactive steps to modernize its transportation network and improve mobility for all roadway users.

The first corridor to receive the new technology will be Woodlands Parkway, one of the area’s most heavily traveled thoroughfares. Future plans call for the deployment of the system to all signalized intersections in Precinct 3 with the assistance of federal grant funding and a partnership with the Texas Department of Transportation.

“This investment represents a major step forward in how we manage traffic throughout Precinct 3,” Commissioner Ritch Wheeler said. “By utilizing real-time data and adaptive technology, we can improve traffic flow, enhance safety and make smarter decisions about future transportation improvements.”

Improving Traffic Flow in Real Time

Miovision’s intelligent video detection and adaptive traffic signal technology enables intersections to respond to actual traffic conditions rather than relying solely on fixed timing schedules. Signals can automatically adjust to changing traffic demands throughout the day, including rush-hour traffic, school zone times, special events, traffic accidents, construction and other unexpected issues that create congestion.

The major benefit for motorists is smoother travel along major and minor corridors with fewer delays and stops.

Safer Intersections for Everyone

The system is designed to detect and respond to multiple roadway users, including vehicles, pedestrians, bicyclists and transit vehicles. Enhanced detection capabilities improve signal responsiveness and can help reduce potential conflicts at intersections.

The technology supports a complete streets approach by considering the needs of all travelers, not just motorists.

Modernizing Aging Infrastructure

The deployment replaces traditional traffic signal management methods with cloud connected, remotely managed technology. County staff will be able to monitor system performance, identify issues and respond more quickly without requiring as many on site visits.

Data-Driven Decision Making

The new system continuously collects traffic data, providing engineers with valuable insight into traffic patterns and roadway performance. County staff will be able to monitor intersection performance, identify recurring bottleneck locations and make informed infrastructure improvements based on real-world conditions.

Both historical and real-time analytics will support long-term transportation planning, operational efficiency and future roadway projects throughout the precinct.
