THE WOODLANDS, TX – Business news sources have reported that Jim Carman is stepping down from his role as President of the Texas Region for Howard Hughes Communities and will transition into an advisory position on the first day of the new year. This change comes after the announcement earlier this month by Hughes that organizational realignment was underway.

On January 1, 2027, Drew Davis, Chief Operating Officer of Howard Hughes, will take over direct oversight of the company’s Texas master-planned communities, including The Woodlands, Bridgeland, and The Woodlands Hills.

Carman joined Howard Hughes in 2012 and has spent the past seven years as the region president. During his tenure, he oversaw over $3 billion in development and $1.1 billion in land sales, as well as shepherded The Woodlands Township through its 50th anniversary.

In an official statement from his office, Brad Bailey, Chairman of The Woodlands Township Board of Directors, said, “In The Woodlands, our community has always been shaped by leaders who do more than simply lead. They show up, get involved, build meaningful relationships and stand alongside the people who call this community home. Jim Carman embodied that spirit. Time and again, Jim showed up. He invested in people, built lasting relationships and gave generously of his time and talents to make our incredible community an even better place.”

Bailey continued, “My sincere hope is that Howard Hughes will continue to honor Jim’s legacy by investing in leaders who share his servant’s heart, who understand the unique spirit of The Woodlands, and who recognize the importance of being deeply connected to the community that is the No. 1 community in the U.S. to live, work, play and pray.”
