The Woodlands Township Board Holds Videoconference Meeting

THE WOODLANDS, TX – The Woodlands Township Board of Directors held its regular meeting via videoconference on Thursday, August 20, 2020 at 6 p.m.

Before addressing agenda items, the Board of Directors issued three proclamations:

• The Board of Directors issued a proclamation honoring the 100th Anniversary of the 19th Amendment, which guarantees all American women the right to vote.
• In recognition of the 19th anniversary of the tragic events of September 11, 2001, the Board of Directors proclaimed September 11, 2020 as Patriot Day and the National Day of Service and Remembrance in The Woodlands, Texas.
• In recognition of the members of First Responder organizations, both career and volunteer, who protect, aid and risk their own safety, 24 hours a day, in the event of an emergency, The Board of Directors proclaimed September 11, 2020 as First Responders Day in The Woodlands, Texas.

The Board of Directors took the following actions on the Consent Agenda:

• Received Administrative Reports from Township departments.
• Awarded a bid for Town Center Christmas Tree and Doves Installation, Maintenance, Removal and Storage.
• Approved the purchase of temperature screening kiosks.
• Awarded a bid for new computer purchases.
• Approved the conveyance of Restricted Open Space Reserve “A” out of The Woodlands Creekside Park West Section 37, also known as Shumard Oak Park.

The Board of Directors discussed the following matters on the Regular Agenda:

• Dr. Charles Sims, a board-certified infectious disease specialist at CHI St Luke’s Health, spoke about COVID-19 and its impact on The Woodlands and surrounding areas, treatments and vaccines.

Chairman Gordy Bunch provided a COVID-19 Update for Montgomery and Harris County including current cases, hospitalizations, general bed usage, ICU bed usage, vent usage, and frequently asked questions. His presentation can be found at this link.

Director Dr. Ann K. Snyder provided an update on various non-profits including Interfaith of The Woodlands, Montgomery County Food Bank, Meals on Wheels Montgomery County, Community Assistance Center, Yes to Youth, Children’s Safe Harbor and Mosaics of Mercy. • Approved continuing the Budget Task Force for the remainder of 2020.
• Deferred discussion of requirements within Village Association Service Agreements due to COVID-19 constraints.
• Directed staff to continue to manage Northshore Park as a hot spot by the Ranger Units to ensure compliance with the Township Order related to sound and noise between the hours of 9 and 11 p.m.
• Approved Board procedures, policies and protocols.
-- Any director may continue to request an agenda item or proclamation at a public board meeting. Any agenda item request that is made outside of a public meeting would require the chair’s support to be placed on the agenda, or the request will need to be made at the next public meeting.
-- The Board deferred defining the process to be used for a tabling motion or motion to defer.
-- The Board will continue to adhere to state law at every executive session, allowing the attorney to keep the Board on course.
