Infrastructure Completed, Construction Begins on 32 Homes for Youth at Risk of Homelessness

CONROE, TX -- The Signorelli Company (TSC) has completed the utility and infrastructure work for Angel Reach Village, a community in Conroe, TX designed to provide homes for youth at risk for homelessness. Additionally, the company’s homebuilding division, First America Homes (FAH), has begun construction on the first eight duplexes within the community. Angel Reach Village is a community program supporting the faith-based charitable organization of Angel Reach, whose mission is to help youth aging out of foster care and those at risk for homelessness between the ages of 16 and 24.

As a key supporter of the Angel Reach mission, TSC contributed over $1 million in donations, goodwill services and expertise. Their 200-plus team members raised another $1.2 million through generous friends to make the project possible.

Signorelli Vice President Juanita Orsak spearheaded all utility and land development including drainage, water, gas, electricity, roads and parking. Bringing 40 years of industry experience to the assignment, she worked closely with consultants from LJA Engineering, CE Barker, GBI Surveying, Beyer Construction, Storm Water Solutions and Sammons Construction to ready the site for home construction. Orsak mentioned one of the biggest challenges was her own sense of urgency because of the project’s intended use.

“I am always driven to get a project to the finish line so our clients can enjoy their new homes,” says Orsak. “What drove me even harder on Angel Reach Village was the realization that these young people don’t have other options—they are literally counting on us for a place to live. That was top of mind for me every day and it drove our vendors to help us deliver this project.”

With the infrastructure complete, construction on the first eight duplexes in the community is underway by lead builder FAH. The foundations have been poured and studs have gone vertical on all sixteen 550-square-foot homes. FAH estimates these eight duplexes to be completed by May 2023.

“It is true privilege to be able to deliver half of the homes in this phase of the community,” said FAH President Dave Barnhart. “This is a near and dear charity to the organization and our team. We are confident this new community will help Angel Reach continue to fulfill their vision of helping children and youth achieve their full potential.”

Next in this phase of development, Greater Houston Builders Association’s charitable organization HomeAid is responsible for the construction of three of the remaining duplexes, while homebuilder Gracepoint Homes will be constructing the other five. Upon completion, the total 16 duplexes will serve youth in Angel Reach’s “Fresh Start” transitional living program that provides a safe environment for residents while they participate in counseling, life skills classes and other support services that help them transition to a sustainable, independent future.

“Our ultimate goal is to break the generational cycle of abuse, neglect and trauma one child at a time. These kids come to us lost and alone,” says Jean Radach, executive director of Angel Reach. “We want to empower these young people to become emotionally stable and financially independent and one day give back to the communities they live in.”

The Greater Houston area is home to over 7,000 children in foster care, with 300 youth aging out of the system each year. Statistics show that nearly 50% will become homeless in their first four years out of foster care. This at-risk population is a key focus of Angel Reach, which aims to provide a positive path forward for youth at risk of homelessness through a variety of programs including safe housing, education, behavioral health counseling, employment resources and mentoring.
