Shenandoah City Council Meeting Update – March 13, 2024

SHENANDOAH, TX – Shenandoah City Council held its monthly meeting on March 13. In attendance were Mayor John Escoto, Mayor Pro Tem Charlie Bradt (Position 4), Mike McLeod (Position 5), Jim Pollard (Position 3), Ted Fletcher (Position 2), and Ron Raymaker (Position 1).

The following items were discussed:

50th Anniversary Proclamation – Mayor John Escoto read a proclamation recognizing Saturday, March 16, 2024, as the Official 50th Anniversary of the incorporation of Shenandoah. Residents are invited to celebrate the anniversary at the 50th Anniversary Celebration April 13, from 4 p.m. to 7 p.m. in the Woodforest Stadium parking lot. Council voted 5-0 to proclaim March 16, 2024, as "The City of Shenandoah, Texas Golden Anniversary."

Crime Statistics Presentation – At the December meeting, Council asked Police Chief Troye Dunlap to present a statistical analysis of police activities. Patrol records from 2011 to present are covered in the report. No action needed, report only.

2025 Multi-Jurisdictional Hazard Mitigation Plan – The purpose of a multi-jurisdiction hazard mitigation plan is to identify and plan for naturally occurring and man-made issues in Montgomery County and 15 participating jurisdictions. Also included are strategies to reduce long-term risks facing multiple jurisdictions. The driving force of this plan is Title 44 Code of Federal Regulations (CFR) 201.4 and 201.5. Council voted 5-0 to approve the plan.

Developer's Agreement with DC Business Loans, LLC – This agreement outlines the details of the sale of city-owned property that was publicly bid and outlines zoning conditions and annexation conditions. In addition, eight acres of this property will be annexed by the City of Shenandoah, which will provide the right-of-way (ROW) needed for the Tamina water and sewer project. Council voted 5-0 to approve the agreement.

Approval of Minutes of December 20, 2024, and January 10 and January 24, 2004 – Council voted 5-0 to approve the minutes with corrections.

City Administrator Updates

  • Public Works has planted an additional 100 trees at the Holly Hill Trails Park, bringing the number of trees to about 300. There will be about 500 trees planted before the project is completed.
  • Our 50th anniversary event is approaching. The merchandise site has opened and information about the event is available on the city's website. The event will be from 4-7 p.m. April 13 in the Woodforest Stadium parking lot. We will have food, music, an auto show, a kids' area and local merchants. Bring your lawn chair and enjoy the day.
  • March 23 will be a busy day for city events with the Spring Trash Bash from 8 a.m. to noon at the Public Works bays and Easter at the Park from 10 a.m. to noon at the city park.

No Executive Session was scheduled. The meeting was adjourned at 7:39 p.m.
