Suspect Charged After Assaulting Retail Worker at The Woodlands Mall

THE WOODLANDS, TX -- On April 17, 2025, Deputies with the Montgomery County Sheriff’s Office were dispatched to The Woodlands Mall in reference to an assault. Upon making contact with an adult female victim, she advised she works for a retail store inside the mall and was cleaning the windows before the store opened. The victim stated a male “grabbed her and then tried to pull her dress down”. The victim maintained control of her dress and ran inside the store to call 911.

Montgomery County Sheriff’s Office Crime Reduction Unit located the suspect in his vehicle in the parking lot. The suspect was identified as Thomas Carter, 54-years-old from Inez, Texas. Carter admitted to his actions, which were confirmed by the surveillance video inside the mall. Carter was charged with Indecent Assault and transported to the Montgomery County Jail.
