County Judge Mark Keough Calls for Protective Barriers on Highway 242 Flyovers to Enhance Public Safety and Suicide Prevention

THE WOODLANDS, TX -- County Judge Mark Keough has formally requested that the Texas Department of Transportation (TXDOT) install pedestrian barricades or fencing on the two flyovers at Highway 242. The initiative comes in direct response to increasing concerns about pedestrian safety and the devastating impact of suicide within the community.

“As County Judge, public safety is—and will always remain—my top priority,” said Judge Keough. “These flyovers were not designed with pedestrian protection in mind, and it’s clear that immediate action is needed to prevent future tragedies.”

Judge Keough emphasized the human cost behind each incident, underscoring the need to act proactively rather than reactively. “Behind every incident is a person—a life, a family, a community forever changed. We must do more than respond; we must prevent,” he stated.

Beyond the installation of physical safety measures, Judge Keough pointed to the broader crisis of mental health as a core issue. Under his leadership, Montgomery County has made significant strides in expanding mental health services, partnering with professionals, and investing in crisis intervention training for law enforcement officers.

“These efforts are saving lives,” Keough noted. “But there is more work to be done.”

Judge Keough described the proposed barriers as a “critical step” toward both public safety and suicide prevention. He pledged to continue working closely with TXDOT and all relevant stakeholders to ensure the project moves forward and reflects the County’s commitment to compassionate and effective leadership.

“I remain committed to ensuring Montgomery County continues to lead with compassion, action, and resolve,” said Keough.
