Magnolia Man Arrested for Insurance Fraud After “Stolen” RTV Found at His Home

MAGNOLIA, TX -- In May 2025, the Montgomery County Auto Theft Task Force began investigating an insurance fraud case involving a 2020 Honda Talon RTV (Rough Terrain Vehicle.)
The investigation revealed that in November 2024, the suspect had reported the RTV stolen to the Walker County Sheriff's Office. The suspect subsequently filed an insurance claim and received a payout of $29,951.00 for the RTV. A few months later, the suspect listed the RTV for sale on social media and various ATV platforms.
The Task Force discovered that the RTV was located in a shop at the suspect's residence in Magnolia. Team members from the Task Force and a Department of Public Safety agent conducted an interview at the suspect’s home. The suspect consented to a search of the RTV, which was parked inside a closed shop. Upon inspection, it was confirmed that this was indeed the RTV reported stolen to Walker County. The RTV was seized and transported to the Auto Theft Task Force impound.
After consulting with the Montgomery County District Attorney's Office, a warrant for insurance fraud was obtained. Mark Mangrum was arrested and booked into the Montgomery County Jail.
The Montgomery County Auto Theft Task Force is trained and funded by the Texas Motor Vehicle Crime Prevention Authority.
