Illinois Man Arrested After Montgomery County ICAC Investigation

WILLIS, TX -- On November 19, 2025, Sgt. Jerry Serratt of the Montgomery County Pct. 1 Constable’s Office who is attached to the Montgomery County Internet Crimes Against Children (ICAC) Task Force, was conducting a proactive investigation on a social media platform. During this operation, Sgt. Serratt engaged with an adult male from Illinois who began sending inappropriate photos of his infant son.

Recognizing the immediate threat to a live victim, emergency orders were issued to identify the suspect. An arrest warrant for Promotion of Child Pornography was swiftly obtained from the Montgomery County District Attorney’s Office for Roy Flatt from Illinois. The local FBI office in Illinois and local law enforcement were notified and coordinated to apprehend the suspect.

On November 20, 2025, the suspect was located and taken into custody. The FBI is now interested in pursuing federal charges, and Child Protective Services in Illinois is actively investigating this case.

During his tenure, Sgt. Serratt has arrested over 300 individuals, filed more than 1,100 felony charges in ICAC-related cases, and serves as an instructor for several organizations, traveling nationwide to teach Under Cover chat classes to new ICAC investigators to assist them in capturing these predators. In the past 12 months alone, Sgt. Serratt has initiated over 30 proactive cases resulting in numerous arrests, arrested 7 convicted sex offenders, and saved 8 children across Texas and the United States.

This case underscores the critical work of ICAC investigators and the importance of proactive efforts to protect children online.
