THE WOODLANDS, TX -- In October 2025, Constable Ryan Gable’s Human Trafficking and Child Exploitation Unit initiated planning for one of the largest multi-agency law enforcement operations in Montgomery County, aimed at combating human trafficking and child exploitation. While major international events attract visitors from around the world, they also create opportunities for criminals seeking to exploit vulnerable individuals for profit.

Over several months, Precinct 3 investigators collaborated with local, state, federal, and nonprofit partners to share intelligence, develop operational strategies, and coordinate resources. When June arrived, those plans were put into action.

Throughout the month, undercover teams operated across the region, targeting traffickers, child predators, and individuals attempting to purchase or exploit others. These coordinated efforts resulted in 61 arrests and 79 criminal charges filed by the Montgomery County Precinct 3 Constable’s Office, the Montgomery County Sheriff’s Office, and the Texas Department of Public Safety, with prosecutorial guidance from the Montgomery County District Attorney’s Office.

Most importantly, 28 victims of human trafficking were safely recovered and connected with organizations equipped to provide critical care, protection, and long-term support.

Several investigations remain ongoing. In some cases, suspects have been identified but were not immediately apprehended during the operation. Investigators continue to actively pursue these cases.

Operations of this magnitude are only possible through strong collaboration. Constable Gable extends his sincere gratitude to the Montgomery County Sheriff’s Office; Montgomery County Precincts 1, 2, and 4 Constables’ Offices; the Montgomery County District Attorney’s Office; the Conroe Police Department; the Texas Department of Public Safety; the Montgomery Police Department; the Grimes County Sheriff’s Office; the Madison County Sheriff’s Office; Homeland Security Investigations; the Harris County Precinct 3 Constable’s Office; and all nonprofit organizations that supported this mission.

Partner organizations include Our Rescue, the Human Trafficking Institute, BCFS Health and Human Services, Hands of Justice, the Montgomery County Women’s Center, YES Youth, Angel Reach, the YMCA, The Landing, Interfaith of The Woodlands, The Salvation Army, and Harvest Kitchen.
Constable Gable also recognizes The Woodlands Township Board of Directors for their continued support and partnership, which played a vital role in the success of this operation.

Although the FIFA World Cup events have concluded, this work continues. The Montgomery County Precinct 3 Constable’s Office remains committed to combating human trafficking and child exploitation through sustained operations, expanded resources, and ongoing collaboration with its partners.

All suspects are presumed innocent until proven guilty in a court of law
