No, The Woodlands is a planned community located on 27,000 acres of forestland in an unincorporated area of Montgomery County, Texas. About thirty miles north of downtown Houston (Harris County), the community was developed by The Woodlands Operating Company, L.P. and opened in October, 1974. It has grown steadily to become one of the region's most desired places to live and work. The growing population enjoys a framework combining residency, industry, churches, schools, public facilities, shopping, recreation and the forest in a convenient and aesthetically-pleasing community whole.

The Woodlands Community Service Corporation, doing business as The Community Associations of The Woodlands, Texas, is a private, not-for-profit corporation, created in 1992. That company delivers municipal-type services to the community on behalf of The Woodlands Community Association, Inc., The Woodlands Association, Inc. and The Woodlands Commercial Owners Association, Inc.
