THE WOODLANDS, Texas -- Friday, the House of Representatives voted 228-188 to defund ObamaCare, sending a budget on to the Senate that threatens to partially shut down the U.S. government by Oct. 1 if the Senate tries to foot the bill for President Obama's landmark Affordable Care Act.

Since it was signed into law in March of 2010, ObamaCare has been politically devisive, headline-grabbing and confusing to businesses and consumers alike.

"The House voted to defund. We are going to have plenty of these instances, but that's out of frustration and anxiety of what's to come," says Melissa Rascon, senior tax manager and executive director at Oman, Berry & Associates. "People need to be prepared for the onset of the Affordable Care Act (aka Obamacare). It is going to happen. Does that mean everyone knows what to do? No. In fact, I anticipate a lot of stuff to hit the fan before we get to somewhat of a comfortable place, if that place exists with this."

While political debates rage, Rascon educates clients, offers seminars and sends out notices about the Affordable Care Act, who it applies to, and its various requirements. The health care Goliath will be implemented in 2014 for individuals. Employers were given a reprieve this summer, as the Obama administration delayed the deadline for businesses to offer employees mandatory health insurance until 2015.
