The Woodlands Township Board Holds Videoconference Meeting

THE WOODLANDS, TX - The Woodlands Township Board of Directors held its regular meeting via videoconference on Thursday, July 16, 2020 at 6 p.m.

At the start of the meeting, President/General Manager Don Norrell recognized The Woodlands Township Parks and Recreation Department for their recent award. The League of American Bicyclists renewed The Woodlands Township’s status as a Bicycle Friendly Community at the Bronze level on Wednesday, June 10, 2020. This award is the result of the Township’s commitment to bicycling in the community on Township-owned, operated or managed resources.

The Board of Directors took the following actions on the Consent Agenda:

• Received Administrative Reports from Township departments.
• Approved an annual software payment for Microsoft Enterprise Licensing.

The Board of Directors discussed the following matters on the Regular Agenda:

• Took no action on a report on funding opportunities available to the Township to be reimbursed for expenses related to COVID-19.
• Chairman Gordy Bunch provided a COVID-19 Update for Montgomery and Harris County including hospital resource use, general bed usage, ICU bed usage, vent usage, current cases, hospitalizations and more. His presentation can be found at this link.

- Director Dr. Shelley Sekula-Gibbs, who serves as the Township’s Public Health Liaison, gave a healthcare update regarding COVID-19. She provided a report on Operation Warp Speed and local vaccine trials. Her presentation can be found at this link.

- Director Dr. Ann K. Snyder provided an update on various non-profits including Interfaith of The Woodlands, Meals on Wheels Montgomery County, Montgomery County Food Bank, Mosaics of Mercy and Community Assistance Center. Her presentation can be found at this link.

- The Board received a presentation from Dr. Chris Nunes, Director of Parks & Recreation, regarding the plan for reopening facilities and amenities in The Woodlands. His presentation can be found at this link.

- Dr. Nunes explained pool closure prioritization. Harper’s Landing Pool was closed on July 1, 2020 due to a lack of lifeguards and training restrictions that are in place due to social distancing. Staff continues to modify programs, events, services and facilities based on Governor’s Executive Orders and best practices.

- The Board authorized the President/General Manager to proceed with the pool closure prioritization plan (inclusive of the post season schedule), approved a modified Labor Day event, approved moving Arts in the Park and Woodlands Landscaping Solutions to Northshore Park, Town Green Park or other another suitable facility and to permit staff to cancel events as needed.

- Staff will return to the Board in August or September 2020 with additional information on the Memorial Hermann 10 for Texas and the operation of the Ice Rink.

- The Board received a presentation from Todd Stephens, Manager of Intergovernmental Relations, regarding the CARES Act Funding Distribution for Texas. His presentation can be found at this link. The Board authorized the Chairman to send letters to Congressman Kevin Brady and Montgomery County Judge Mark Keough regarding CARES Act Funding.

• Received and accepted an update from the Drainage Task Force.
• Approved funding for the construction of the Grogan’s Forest neighborhood entry sign monument and authorized relocating the new sign to the Northeast corner of Research Forest and Grogan’s Mill.
• Received and accepted a quarterly update from Visit The Woodlands (Convention & Visitors Bureau).
• Deferred discussion of Board procedures, policies and protocols.
