City of Oak Ridge North Appoints Kenneth Foulch as Chief of Police

OAK RIDGE NORTH, TX -- The City of Oak Ridge North is proud to announce the appointment of Kenneth Foulch as its new Chief of Police, effective July 14, 2025. The appointment was made official during the regularly scheduled City Council meeting.

Chief Foulch was selected following a rigorous and competitive recruitment process that included a three-tiered panel review comprised of law enforcement professionals and City leadership. His extensive experience, professionalism, and strong community-oriented philosophy distinguished him as the top candidate.

A veteran law enforcement leader with more than 30 years of service, Chief Foulch brings deep expertise in police operations, investigations, and department administration. Most recently, he served as Division Commander of the Professional Standards Division for the Huntsville Police Department, where he oversaw training, internal affairs, budgeting, community programs, and accreditation efforts.

In addition to his leadership roles, Chief Foulch serves as an Accreditation Program Coordinator with the Texas Police Chiefs Association, where he supports departments statewide in implementing best practices in law enforcement.

Chief Foulch's professional achievements include:

  • Supervisor of the Year (2018 & 2019) — Huntsville Police Department

  • Detective of the Year (2007)

  • MADD Texas Officer of the Year (2002)

  • City of Huntsville Employee of the Year (2001)

  • Master Peace Officer Certification

  • Mental Health Officer Certification

  • Member of the Texas Police Chiefs Association and the International Association of Chiefs of Police

His commitment to public service extends beyond policing and includes:

  • Criminal Justice Advisory Board Member — Houston-Galveston Area Council

  • Board of Directors Member — Mothers Against Drunk Driving (MADD)
