Montgomery County Sheriff’s Office Arrests Duo for Organized Retail Theft in The Woodlands

THE WOODLANDS, TX -- The Montgomery County Sheriff’s Office (MCSO) has arrested two individuals, Ruben Flores and Jasmine Bishop, for Organized Retail Theft following an incident in The Woodlands.

Deputies with the Woodlands Township Patrol Division, working with their Retail Crime Investigator Partners, were dispatched to a Theft-in-Progress call at Macy's located at 1201 Lake Woodlands Drive. Their subsequent investigation led to the location and arrest of Flores and Bishop.

The conclusion of the investigation determined that Flores and Bishop, who were accompanied by their juvenile daughter, were responsible for a series of four thefts in The Woodlands over the course of one week, resulting in an estimated $5,000 in losses for local retailers. Deputies were able to recover $1,200 in stolen merchandise during the arrests.

Both Flores and Bishop were charged with Organized Retail Theft, a third degree felony under the new statute, which was enacted on September 1, 2025, as part of Texas Senate Bill 1300.
