Cyber-Tip Leads to Arrest in South Montgomery County Child Exploitation Investigation

THE WOODLANDS, TX -- In August 2025, detectives from Constable Ryan Gable’s child exploitation unit received a cyber-tip from the National Center for Missing and Exploited Children regarding a suspect involved in uploading or downloading child sexual assault material via a mobile application. This investigation enabled detectives to identify James Howard Richmond, who resides in the Imperial Oaks subdivision of South Montgomery County, Texas. As part of the investigation, a residential search warrant was executed at his home on October 29, 2025.

During the search, an anatomical sex toy resembling a child in size and stature was discovered in Howard’s room. Additionally, several electronic devices were found and seized as evidence for forensic examination. Howard was taken into custody for Promotion or Possession of a Child-like Sex Doll, which is classified as a state jail felony. He was then transported to the Montgomery Jail for processing. The case remains active, and additional charges are anticipated.
