Montgomery County Water District IT Administrator Arrested for Embezzling Taxpayer Funds

THE WOODLANDS, TX -- In January 2025, detectives from Constable Ryan Gable’s financial crimes unit received a tip regarding a water district employee suspected of embezzling taxpayer money. As the investigation unfolded, it was discovered that Mark Galan, an IT administrator for the water district, had billed the district and received thousands of dollars for software and software licenses that he neither acquired nor provided, or that were available as 'open source' and free for public access. On October 29, 2025, detectives formally charged and arrested Mark Galan for Theft by a Public Servant, classified as a third-degree felony. He was subsequently taken to the Montgomery County Jail for processing.
