Pavilion and TWHS volleyball team honored at Township Board Meeting

THE WOODLANDS, Texas – The Woodlands Township Board of Directors held a regular Board of Directors meeting on Thursday, December 11, 2014, at The Woodlands Township Town Hall, 2801 Technology Forest Boulevard, at 8 a.m. The entire meeting can be watched on video at The Woodlands Township website. The following actions were taken.

• Presented a proclamation for The Woodlands High School Lady Highlanders Volleyball team;

• Presented a proclamation for the Cynthia Woods Mitchell Pavilion;

On the consent agenda, the Board:

• Received Law Enforcement and Community Policing Administrative Reports for December 2014;

• Received Community Service Reports for December 2014;

• Received The Woodlands Fire Department Administrative Reports for December 2014;

• Received Transportation Administrative Reports for December 2014;

• Appointed the Booking and Blocking Committee of The Woodlands Township;

• Approved a Pipeline Crossing Agreement with Copano Pipelines Upper Gulf Coast, LLC for the development of the Gosling Sports Fields Complex;

• Approved an award of bid for vehicles for the Parks and Recreation Department;

• Approved The Woodlands Township 401a Retirement Plan Amendment;

• Appointed Director Mike Bass to the Parks and Recreation Advisory Council;

• Appointed Director Mike Bass to the Law Enforcement Advisory Council;

• Appointed Directors Mike Bass, Jeff Long and Bruce Tough to the Audit Committee;

• Approved recommendation to the Members of The Woodlands Convention and Visitors Bureau as to the Board of Directors and Officers of The Woodlands Convention and Visitors Bureau, which include the President of The Woodlands Township, President of South Montgomery County Woodlands Chamber of Commerce, General Manager of The Woodlands Waterway Marriott Hotel & Convention Center and the General Manager of The Woodlands Resort & Conference Center to serve from January 2015 through December 2015. Additionally, approved Nick Wolda to be elected as President of TWCVB to serve from January 2015 through December 2015;

• Appointed Directors Mike Bass, Jeff Long and Bruce Tough to the Ad Hoc Transportation Committee and an extension of the Committee’s term;

• Appointed Directors John McMullan, Ed Robb and Bruce Tough to the Ad Hoc Economic Development Committee and an extension of the Committee’s term;

• Appointed Director Mike Bass to serve as a Director on The Woodlands Road Utility District No. 1 Board of Directors

On the regular agenda, the Board:

• Appointed four members from the applications received (Deborah Sargeant, Chris Florack, Danie van Loggerenberg and Walter Lisiewski) and reappointed the three candidates selected by The Woodlands Land Development Company (Robert Heineman, Ken Anderson and Kim Hess) to one-year terms to the Development Standards Committee;

• Appointed Directors Peggy Hausman, Gordy Bunch and Ed Robb of The Woodlands Township Board to The Woodlands Convention and Visitors Bureau in accordance with the Bylaws; • Received an update on The Woodlands Township Transit Plan and South Montgomery County Mobility Study;v • Received report from the Center for Houston's Future;

• Approved a funding request from Bayou Land Conservancy regarding trails in the Spring Creek Greenway and George Mitchell Nature Preserve;

• Received a presentation on the 2014 Resident Survey by Public Research Group;

• Approved an award of bid for consulting services for the Waterway and Parks WiFi/Public Safety Camera System;

• Approved landowner petitions for the annexation of six of the tracts of land included in the Second Amendment to the Regional Participation Agreement with the City of Houston;

• Approved renewal of the Service Agreement with The Woodlands Convention & Visitors Bureau;

• Deferred a recommendation from the Ad Hoc Transportation Committee for selection for the operation and maintenance of commuter bus service;

• Approved a negotiated price from PGAL for design-related services for The Woodlands Transportation Center and Parking Garage;

• The Board then recessed to Executive session and reconvened in public session;

• Approved of a merger agreement with LWPOA and any related actions concerning the assignment of the Ground Lease for Lake Woodlands;

• Approved settlement of pending legislation;

• No action was required for a Memorandum of Understanding with The Woodlands Land Development Company regarding ownership and maintenance of public art;

• No action was taken to expand Township Orders 019-19 and 019-20 for the inclusion of Southshore Park to be available for reservations and special events at this time.

Lady Highlanders Proclamation:

The Woodlands, Texas

BE IT PROCLAIMED:

Whereas, it has been another extraordinary season for The Woodlands Lady Highlanders Volleyball Team; and

Whereas, on November 22, 2014, the Lady Highlanders won the Class 6A State Championship with a victory over Clear Falls; and

Whereas, the team’s record was 40-3 for the 2014 season and the district record was 11-1 for the year; and

Whereas, the Lady Highlanders produced these remarkable results during the playoffs:

Bi-District – defeated Montgomery 3-0

Area – defeated Round Rock McNeil 3-0

Regional Quarterfinals – defeated round Rock Westwood 3-0

Regional Semifinals – defeated Highland Park 3-0

Regional Finals – defeated Richardson Pearce 3-1

State Semifinals – defeated San Antonio Churchill 3-2

State Finals – defeated Clear Falls 3-1; and

Whereas, the Highlanders are the first 6A State Champions; and

Whereas, the Lady Highlanders are the Magnolia Volley Battle Tournament Champions; and

Whereas, Head Coach Leslie Madison and Assistant Coaches Karen Lucas, Megan McDougald and Paula Miller guided the team with their leadership and dedication to have an outstanding season; and

Whereas, the championship team is comprised of Kendall Cook, Codi Lee, Julia Pasch, Courtney Quinn, Rachel Reed, Hailey Reier, Hannah Hickman, Colby Quinn, Grey Kennedy and Bella Pinton; and

Whereas, The Woodlands Township issues sincere congratulations to The Woodlands High School Lady Highlanders for being the 2014 Class 6A State Champions, winning its second State Championship; and

Now, therefore, I, Bruce Tough, as Chairman of the Board of Directors of The Woodlands Township, do hereby proclaim Thursday, December 11, 2014, as

Cynthia Woods Mitchell Pavilion Proclamation:

The Woodlands, Texas

BE IT PROCLAIMED:

Whereas, the Cynthia Woods Mitchell Pavilion is an outdoor amphitheater that provides the Greater Houston region with an array of performing arts events, educational outreach programs and contemporary entertainment; and

Whereas, the Pavilion is celebrating its 25th season in 2014; and

Whereas, the venue is ranked number two in the world for the top 100 amphitheaters according to Pollstar magazine; and

Whereas, the Pavilion welcomed its 10,000,000th concertgoer in 2014 and had 17 sold-out concerts in 2014; and

Whereas, the venue is the Summer Home of the Houston Symphony and Home Away from Home of the Houston Ballet and a presenting venue for Houston Grand Opera; and

Whereas, the Pavilion is also known as The Center for Performing Arts at The Woodlands, and is governed by a volunteer board of directors; and

Whereas, the Pavilion uses the appeal of live performances to introduce children and youth, regardless of race, gender, ethnicity or socio-economic status, to the world of performing arts; and

Whereas, the Pavilion acknowledges the financial support of The Woodlands Township that is generated by the Event Admissions Tax for its performing arts and educational programs;

Now, therefore, I, Bruce Tough, as Chairman of the Board of Directors of The Woodlands Township, do hereby proclaim Thursday, December 11, 2014 as:
