Children’s Safe Harbor’s impact report highlights successes in saving children from horrors

THE WOODLANDS, TX – Children’s Safe Harbor, a nonprofit children’s advocacy center serving Montgomery, Walker, and San Jacinto counties along with the Greater Houston area, recently released a report detailing its impact on thousands of lives.

The impact report detailed a staggering 9,189 child abuse reports for 2025, with 2,444 forensic interviews conducted, and 1,708 disclosures of abuse.

“As a Children’s Advocacy Center, Children’s Safe Harbor receives copies of all reports made to the CPS statewide hotline for our service areas,” stated the report. “We review each report as a second set of eyes to make sure every child receives the services they need in a timely manner.” Of those nearly 10,00 reports, a vast majority of them – 7,189 – were based in Montgomery County.

1,001 of the forensic interviews were with boys and 1,443 with girls. Of total, 2,592 cases were reviewed and provided a service, including 451 pediatric nurse examinations, 1,585 family advocacy caregiver sessions, 2,241 individual counseling sessions, and 482 family counseling sessions.

Client victimizations included 301 cases of neglect, 108 instances of human trafficking, 569 cases of physical abuse, and 1,412 cases of sexual abuse, the last making up nearly two-thirds of the total. The report noted that 96% of offenders were someone that a child knew and trusted.

“Our mission is simple but powerful: Justice. Healing. Hope. We exist to ensure that every child who has experienced severe physical abuse, sexual assault, trafficking, or other trauma receives the support, protection, and justice they deserve,” said Victoria Constance, PhD, executive director of Children’s Safe Harbor. “Through a multidisciplinary, child-centered approach, we bring together law enforcement, forensic medical professionals, mental health counselors, and family advocates to provide a coordinated response in one safe, compassionate environment.”

Constance was also able to proudly state that at least 31,638 children had been served by the organization over its 27 years in operation.

The impact report also highlighted several of the organization’s fundraising and community-based events, including Precinct 3 Constable Ryan Gable’s Breakfast and the 2nd annual Sporting Clay Tournament, both taking place in February, the Capital Campaign Luncheon in March, the summertime Back 2 School supply drive, the Holiday Toy Drive, the BACA (Bikers Against Child Abuse) Christmas Party, and the New Building Open House Reception commemorating Children’s Safe Harbors new headquarters and service facility.

The November 14 private open house was attended by donors, members of partner agencies, staff, board members, supporters, and several key elected officials and community members. The special highlight of the day was a Masonic Cornerstone Dedication Ceremony presided over by M.W. Raborn L. Reader, Jr., Grand master of Masons in Texas.

Additionally, the report boasted that, in recognition of the month of April as Child Abuse Awareness Month, Chidren’s Safe Harbor’s annual pinwheel art installation was expanded in 2025 to three locations in Conroe, Huntsville, and Magnolia.

“Since opening our doors in 1998, we have served tens of thousands of children and families. With the right care and strong community support, we believe every child has the power to heal, find hope, and build a brighter future,” said Constance.
