Montgomery County Precinct One aid in arrest of Canadian in Child Porn

MONTGOMERY COUNTY, TX -- On June 3, 2019 the Precinct 1 Constable’s Office Detective assigned to the Internet Crimes Against Children’s (ICAC) Task Force, at the Montgomery County District Attorney's Office was working in an undercover capacity in an internet chat room. There he received an internet post from an individual identified in the chat room. The detective continued the conversation with this individual, who then sent the undercover Detective inappropriate images of an underage child. The undercover detective continued to chat with the suspect where the detective soon realized he may have a “live victim”. A live victim is a child who is in an abusive situation or is currently being victimized.

The detective in an attempt to identify the person he was in contact with, subpoenaed internet services provider records and found the Internet Protocol (IP) address of the individual that he had been chatting with was not located in this country but located in Canada. The Precinct 1 Detective then contacted the Department of Homeland Security, who is a partner in the ICAC Task Force and advised them of the above facts. Based on this information, the Department of Homeland Security contacted the Halton Regional Police Service in Ontario, Canada and facilitated the secure transmission of this information to their agency.

Based on this information, an Investigator with the Halton Regional Police Service in Ontario, Canada was able to obtain a search warrant for the suspect residence. A sequent search of the residence was conducted and the suspect was arrested and taken to the Halton Police Department, Ontario, Canada, without incident.

Arrested: Ronald Shane Williams, W/M, 34 yoa, of Burlington, Ontario, Canada was charged with:
(1) Count of Distributing Child Pornography.
(2) Two(2) Counts of Possession of Child Pornography.

This investigation is ongoing and may result in further charges on this individual in Canada.
