Home Health Care Worker Arrested for Child Abuse

MONTGOMERY COUNTY, TX - In September 2019, Montgomery County Constable Pct. 3 detectives assigned to the Crimes Against Children located at Safe Harbor received a complaint on behalf of a 10 year old disabled child who could not verbally communicate. A special education teacher reached out to Child Protective Services to report suspected child abuse. Pct. 3 detectives started an investigation and found probable cause that Jessica Renee Kelley physically abused the child and caused the child injuries while employed to care for the child. The injuries that were observed were bruising around the wrists from the wrists being tied together. The abuse occurred inside a residential home health care facility located in The Woodlands, TX. Jessica Kelley has been charged with Injury to a Child and is currently incarcerated in the Montgomery County Jail.
