2. MINUTES - Consider, and if deemed appropriate, approve minutes of the Regular City Council Meeting held January 11, 2021.

3. INVESTMENT POLICY ANNUAL REVIEW – Consider, and if deemed appropriate, approve Resolution No. 2021-01 approving the annual City of Oak Ridge North Investment Policy.

RESOLUTION NO. 2021-01

A RESOLUTION OF THE CITY OF OAK RIDGE NORTH, TEXAS, ADOPTING THE CITY’S INVESTMENT POLICY.

4. WATER METER REPLACEMENTS PURCHASE – Consider, and if deemed appropriate, approve the authorization to move funds from the Water System Maintenance budget to the Water Meters Capital budget to offset unexpected expenses incurred with installing new digital remote-read meter registers.

NEW BUSINESS

5. 2020 FINANCIAL AUDIT
5.1. Presentation of 2020 Financial Audit Report
5.2. Consider, and if deemed appropriate, approve the 2020 Audit Report.

6. BANK COLLATERAL AGREEMENT AND RELEASE
6.1. Consider, and if deemed appropriate, authorize Mayor Paul Bond to sign Woodforest’s Investment Security Pledge Release allowing BBVA USA to release all collateral for the City and deliver the collateral to Federal Home Loan Bank of Dallas on January 27, 2021 and January 28, 2021.
6.2. Consider, and if deemed appropriate, authorize Mayor Paul Bond to sign the Public Funds Depositor Collateral Security Agreement with Woodforest National Bank and Federal Home Bank of Dallas which replaces the agreement signed in February 2020 with Woodforest National Bank and BBVA USA.

7. MARILYN EDGAR PARK TENNIS COURT RENOVATIONS – Discussion and possible action to approve the expenditure of up to $3,500 to renovate the Marilyn Edgar Park tennis courts.

8. ENTERGY TEXAS, INC. – Consider, and if deemed appropriate, approve Ordinance No. 02-2021 regarding annual authorization for municipal participation in the regulatory proceedings of Entergy Texas, Inc. in 2021

ORDINANCE NO. 02-2021

AN ORDINANCE OF THE CITY COUNCIL OF OAK RIDGE NORTH, TEXAS, AUTHORIZING PARTICIPATION WITH OTHER ENTERGY SERVICE AREA CITIES IN MATTERS CONCERNING ENTERGY TEXAS, INC. AT THE PUBLIC UTILITY COMMISSION OF TEXAS IN 2020; AUTHORIZING THE HIRING OF LAWYERS AND RATE EXPERTS; AUTHORIZING THE CITY’S PARTICIPATION TO THE FULL EXTENT PERMITTED BY LAW AT THE PUBLIC UTILITY COMMISSION OF TEXAS; FINDING THAT THE MEETING COMPLIES WITH THE OPEN MEETINGS ACT; AND DECLARING AN EFFECTIVE DATE ORDINANCE NO. 02-2021

9. EXECUTIVE SESSION - The City Council may adjourn into Executive Session as authorized by Chapter 551 of the Texas Government Code for the following purpose:
9.1. Sec. 551.087 concerning the deliberation regarding economic development negotiations with a business prospect.
9.2. Sec. 551.072 – Real Property. Deliberation regarding the purchase, exchange, lease, or value of real property.
9.3. Sec. 551.071(2) – Attorney/Client Communication. Consultation with City Attorney regarding a proposed roadway and development project in the City of Oak Ridge North.
9.4. Discussion and possible action resulting from executive session.
