Montgomery County Precinct 3 Deputy Terminated, Faces Criminal Charges for Misuse of Law Enforcement Databases

THE WOODLANDS, TX -- On April 19, 2026, the Montgomery County Precinct 3 Constable’s Office received a complaint containing multiple allegations against Deputy Louis Norman. After reviewing the allegations, our office immediately placed Deputy Louis Norman on administrative leave and notified the Montgomery County District Attorney’s Office, Public Integrity Division, and provided the complaint for review. The matter was subsequently assigned to the Montgomery County Sheriff’s Office for investigation to maintain full transparency.

On May 29, 2026, our office was notified that Louis Norman would be criminally charged in connection with the misuse of, and violations involving, a law enforcement database maintained by the Texas Crime Information Center and the National Crime Information Center.

The Montgomery County Precinct 3 Constable’s Office fully cooperated with the Montgomery County Sheriff’s Office and the Montgomery County District Attorney’s Office throughout this investigation. Louis Norman’s employment has been terminated effective May 29, 2026.
