MCSO and MOCONET Target Smoke Shops THC Sales to Minors
THE WOODLANDS, TX – The Montgomery County Sheriff’s Office Vice Unit and the Montgomery County Narcotics Enforcement Team (MOCONET) have concluded a targeted investigation into the illegal sale of Tetrahydrocannabinol (THC) vape pens to minors by a local chain of smoke shops.
The investigation was initiated following multiple community complaints focusing on four locations operating under the name "Fun Kosh Smoke Store," all reportedly sharing the same owner, Emad Aldin Jaddou.
On Tuesday, December 9, 2025, MCSO Vice and MOCONET conducted an operation targeting these stores. Undercover operations confirmed that all four Fun Kosh Smoke Store locations, specifically, 24980 US HWY 59 in New Caney, 6267 Waukegan Road in Conroe, 203 West Davis in Conroe, and 715 East Davis in Conroe; sold THC vape pens to underage buyers. This resulted in search warrants being issued for all four establishments.
The search warrants were executed simultaneously on Thursday, December 11, 2025, by MCSO's Organized Crime Division, MOCONET, Vice Detectives, and the Conroe Police Department. As a result of the searches, law enforcement seized a total of 143 THC vape pens. Detectives arrested store owner Emad Aldin Jaddou and store clerks Izabeau Gonzales, Breanna Cullins, and Brenda Collins for selling the illegal THC vape pens to minors.
This is a reminder to our community that despite our dedicated efforts to address and target illegal distribution practices, THC vaping products regrettably remain accessible to minors through these illicit retail operations. We strongly encourage all parents and guardians to initiate essential conversations with their children regarding the serious dangers associated with vaping, the specific consequences of THC consumption, and to remain vigilant in recognizing these prohibited items in their possession. Effective September 1, 2025, it is a Class A misdemeanor for any business to market, advertise, or sell e-cigarette products containing cannabinoids, including hemp-derived substances like CBD, THCA, and D elta-8 THC, to anyone of any age.
