Child Predator Gets Life Without the Possibility of Parole

THE WOODLANDS, TX -- On July 28, 2026, a Montgomery County jury sentenced Shawn Joseph Mullen, 35, to life without the possibility of parole after finding him guilty of Continuous Sexual Abuse of a Child following a trial in the 9th District Court before the Honorable Phil Grant.

The investigation began in October 2024 after information developed through the Internet Crimes Against Children (ICAC) Task Force indicated a live child victim was in immediate danger. Former Montgomery County Precinct 3 Internet Crimes Against Children Detective Ashley Walker immediately launched an investigation, locating and safeguarding the victim within 48 hours.

As the investigation continued, Montgomery County Precinct 3 ICAC investigators, working alongside members of the Houston Metro ICAC Task
Force, executed a search warrant at Mullen’s Harris County residence while simultaneously arresting him at his place of employment.

Montgomery County District Attorney’s Office Digital Forensics Investigator C. McKelvy conducted forensic examinations of multiple electronic devices linked to Mullen, uncovering critical digital evidence that corroborated years of sexual abuse. Investigators also recovered thousands of images of child sexual abuse material from Mullen’s electronic devices.

Evidence presented during trial established that Mullen repeatedly sexually abused the victim over several years, beginning when the child was nine years old. The investigation also revealed that Mullen secretly recorded the victim and the victim’s sister inside a residence.

“For years, this defendant stole this child’s safety, innocence, and childhood. A Montgomery County jury made sure he forfeited the rest of his own life in return,” said Montgomery County District Attorney Mike Holley.

Chief Prosecutor Frances Manzo, who prosecuted the case alongside Division Chief Donna Hansen, credited the swift actions of law enforcement and the coordinated efforts that followed.

“The first victory in this case came long before trial. It began when investigators acted immediately to rescue a child in danger. From that moment forward, every decision, every interview, and every piece of evidence helped build the case that resulted in yesterday’s sentence of life without the possibility of parole.”

District Attorney Holley commended the Montgomery County Precinct 3 Internet Crimes Against Children Unit, the Houston Metro ICAC Task Force, Montgomery County District Attorney’s Office Digital Forensics Unit, Children’s Safe Harbor, and everyone who was instrumental in securing this conviction and sentence.
