Montgomery County Food Bank Names Jim Carman Board Chairman, Adds Four New Directors

THE WOODLANDS, TX -- Montgomery County Food Bank is proud to welcome Jim Carman, President of the Houston Region for Howard Hughes, as the new Chairman of its Board of Directors. With a proven track record in leadership and community development, Carman brings a strong commitment to advancing the Food Bank’s mission to unite the community in the fight against hunger. Under his leadership, the Board is positioned to drive meaningful progress amid growing food insecurity and increasing community needs.

“I am honored to serve as Chairman of the Montgomery County Food Bank’s Board of Directors and to help advance our mission of uniting the community to fight hunger,” said Carman. “I’m deeply grateful to my fellow directors, the Food Bank’s leadership and staff, and the countless volunteers and partners whose dedication powers this organization. Together, we will build on their legacy of compassion and collaboration to ensure every neighbor has reliable access to nourishing food and a brighter future.”

The Food Bank also welcomes four newly appointed board directors from a range of industries, whose collective experience will help drive innovative strategies to meet the needs of Montgomery County residents.

Brian Albert is a Partner with Kean Miller LLP in The Woodlands, advising clients on corporate, transactional, and commercial real estate matters. A business and finance trained American University graduate with a J.D. from the University of Houston Law
Center, he formerly practiced as a partner at a boutique firm and as in-house counsel at a publicly traded company and holds leadership roles with several other Montgomery County nonprofits.

Scott Darling recently retired from ExxonMobil after a 35-year career in energy finance and now brings deep expertise in planning, finance, corporate governance, and risk management to Montgomery County Food Bank. A frequent volunteer at the Food Bank, Scott is passionate about expanding financial literacy for families and nonprofits. A graduate of the Colorado School of Mines (B.S. Petroleum Engineering) and The University of Texas at Austin (MBA), he and his wife Zina have called The Woodlands home for 20 years while raising their four children.

Kristen Shults has served as Senior Vice President and Chief Financial Officer of Western Midstream Partners, LP since May 2022. In her previous roles with Western Midstream, Mrs. Shults was Senior Vice President of Finance and Communications, as well as Vice President of Investor Relations and Communications. Earlier in her career, she held the
position of Director of Tax Compliance and Reporting at Anadarko Petroleum Corporation. Mrs. Shults brings over 16 years of expertise in accounting and finance, having begun her professional journey at Ernst & Young. She holds a Bachelor of Business Administration and a Master’s in Professional Accounting from The University of Texas at Austin, is a Texas licensed Certified Public Accountant, and serves on the boards of the Energy Infrastructure Council and The Woodlands Chamber of Commerce.

Justine Smith brings over 30 years of global leadership experience in the chemical industry to the Montgomery County Food Bank Board. As Executive Vice President of Commercial at Chevron Phillips Chemical, a leading petrochemical company with 2024 revenue of $12 billion, she oversees the company’s global product line businesses, supply chain operations, and several global specialty assets. Her international responsibilities include Europe, Middle East and Asia, and she serves as the lead director for the company’s joint ventures in Saudi Arabia. Her career includes senior leadership roles at Air Products, BASF and CPChem, including positions in North America and Asia. Justine is recognized for her strategic business insight, expertise in multicultural board governance and deep commitment to service. She and her husband Peter have been married for 27 years and are parents of three college-age children.
