Board of Trustees Approve 2025-2026 Employee Compensation Plan

CONROE, TX -- Following the passage of House Bill 2 in the 89th Texas Legislature, the Conroe ISD Board of Trustees unanimously approved the 2025-2026 Employee Compensation Plan at its meeting on July 15, 2025, for a $33 million increase in funding for salaries across the District.
The starting salary for new teachers has been raised to $63,500, with raises of $2,100 for teachers with 1-2 years of experience, $2,500 for teachers with 3-4 years of experience, $5,300 for teachers with 5-9 years of experience, and $5,500 for teachers with 10 more years of experience. In addition, there is a $3,000 teacher stipend for designated Special Education programs, and district-wide Life Skills, SDC, and RISE teachers are now eligible for Teacher Incentive Allotment assignments.
The starting bus driver rate has increased to $20 per hour, Special Eduation paraprofessionals in designated programs has increased to $16 per hour, and there is an increased daily rate for substitutes.
Teachers with five or more years of experience received an average raise of 8.2%, while police and technology received a 4% raise, administration business and administration education personnel 3.5%, and administration support, instructional support and auxiliary personel 6% on the midpoint of the pay scale.
Hiring pay scales and hiring structures are still being prepared, with the approved plan going into effect on September 1, 2025.
